General Summary
This position provides strategic leadership to senior staff for all Licensing and Environmental activities associated with the development of new nuclear projects. This position is the primary Energy Northwest New Nuclear Licensing and Environmental interface with the Nuclear Regulatory Commission, nuclear technology vendors, member utilities, Washington State Energy Facility Site Evaluation Council (EFSEC), and other related federal, state, and local regulatory agencies to ensure achievement of project goals and compliance with all regulations in an efficient manner related to new nuclear projects.
This position is responsible for developing strategic approaches to Licensing and Environmental activities in order to help Nuclear Development achieve corporate goals for the development of new nuclear. They will provide technical advice and proactive counsel to senior management on a wide range of complex licensing, environmental and other regulatory issues, interpretation and verification of industry guidance and regulatory requirements for application to new nuclear development. Provide verbal and written management presentations on industry and project issues, preparation and presentation of new permit applications and subsequent amendments, and participation in industry regulatory initiatives.
This position also provides leadership and management direction to Nuclear Development Licensing and Environmental staff responsible for the development of license basis documents, reports, programs, and procedures associated with new nuclear development projects.
PRINCIPAL ACCOUNTABILITIES
Provide leadership, management direction, and consultation to Energy Northwest new nuclear Licensing and Environmental staff to assure nuclear safety, licensing, and regulatory issues are identified, addressed, and resolved.
Provide strategic guidance and recommendations to Senior Management on matters affecting regulatory and project performance.
Create and communicate the vision, strategic objectives, and key business initiatives for the Licensing and Environmental team.
Represent Energy Northwest with applicable regulators, industry work groups, workshops, and conferences.
Prepare and monitor department performance related to project milestones, finances, and commitments.
Establish policies and procedures that govern Nuclear Development Licensing and Environmental activities
REQUIRED EDUCATION AND EXPERIENCE
Requires a bachelor’s degree in Engineering, Education, Business or Behavioral Sciences, Science, or related field from an accredited college or university and ten years of experience in a Licensing or Environmental role working for a nuclear generation facility, electric public utility, or related environment such as a government agency or private or public utility related organization. Must have at least 3 years of supervisor/manager experience.
DESIRED EDUCATION AND EXPERIENCE
SRO/RO License or certification Management of resources using training processes, methods, and theories, e.g., Systematic Approach to Training, Adult Learning Theory, qualification management. Licensing and/or Environmental experience is preferred

Salary Range
Salary: $136,406 minimum to $170,507 midpoint, $204,608 career excellence
Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
