General Summary
This position is posted at multiple levels
Provide programmatic oversight and direction in the implementation of Energy Northwest’s Engineering Support Personnel (ESP) Training Program, ensuring consistent implementation of all phases of the Systematic Approach to Training Model. This includes identification of training needs, design and development of training material, conducting training, and evaluating the effectiveness of the ESP Training program.
PRINCIPAL ACCOUNTABILITIES
Programmatic responsibility for the development, implementation, and coordination of the initial and continuing Engineering Support Personnel (ESP) Training Program, including providing instruction to all Energy Northwest engineering personnel assigned to the program. Ensure program compliance with the Institute of Nuclear Power Operation (INPO) guidelines as described in Guidelines For Training And Qualification Of Engineering Personnel (ACAD 98-004) and The Objectives and Criteria for Accreditation of Training in the Nuclear Power Industry (ACAD 02-001).
Organize, schedule, implement, and evaluate initial and continuing training for defined ESP population. This includes mentorship of newly hired engineers regarding their training progression.
Coordinate activities associated with the ESP Training Advisory Group (TAG) and Training Working Group meetings.
Provide leadership/mentoring for other instructors and subject matter experts (SME) providing guidance to support program goals, including planning and coordinating activities of all contributing ESP Training Program presenters.
Develop or coordinate the development of complex training programs and training materials to support the needs of the ESP Training Program.
Review training requests and provide appropriate recommendations that will ensure compliance with regulatory guidelines, approved plant procedures, and existing program strategies; maintain the ESP Training program’s qualifications current by periodically conducting reviews with subject matter experts, and implementing applicable changes; analyze subjects selected for training to determine design strategy, program components, objectives, and evaluation methods.
Maintain accreditation of the ESP Training Program in accordance with INPO ACAD 98-004, other applicable INPO documents, and 10 CFR 50.120.
Review evaluation processes (Self-Assessments, CR’s, OE) for input to be used to improve the ESP Training Program.
Identifies need to initiate development of new policies and program changes to meet strategic objectives.
Achieve and maintain qualification as an Instructor/Developer and technical competency in the field of engineering training.
Contribute to development and maintenance of the ESP portion of the Technical Training Program budget.
REQUIRED EDUCATION AND EXPERIENCE
LEVEL IV: Requires a Bachelor’s degree in Engineering or a physical science from an accredited college or university (or PE license obtained by State NCEES examination) and eight years of experience in a nuclear power environment including two years training experience;
OR an Associate’s degree from an accredited college or university with at least ten years of experience in a nuclear power environment including four years training experience;
OR a high school diploma or GED and fourteen years of experience in a nuclear power environment including six years training experience.
LEVEL III: Requires a Bachelor’s degree in Engineering or a physical science from an accredited college or university (or PE license obtained by State NCEES examination) and four years of experience in a nuclear power environment; OR an Associate’s degree from an accredited college or university with at least six years of experience in a nuclear power environment; OR a high school diploma or GED and eight years of experience in a nuclear power environment.
DESIRED EDUCATION AND EXPERIENCE
LEVEL IV: Two years minimum experience in training at Columbia Generating Station.
LEVEL III: Desire two or more years of recent experience as a commercial nuclear power plant ESP training instructor.
Salary Range
Level IV: Salary: $103,123 minimum to $128,904 midpoint, $154,685 career excellence
Level III: Salary: $89,665 minimum to $112,081 midpoint, $134,497 career excellence
Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
